In 2022, the project was approved and continued to be funded in 2023 for the acquisition of production mixing equipment for ice cream production and storage of dry ingredients, totaling 5,221,241 thousand tenge, including a f inancing amount of 3,568,098 thousand tenge. The purpose of the project is to organize the milk processing with the subsequent production of high-quality ice cream with a wide products type in the Republic of Kazakhstan, to ensure import substitution, as well as to increase the export of ice cream and to create new jobs. The production capacity of the plant at first stage is 23 500 tons of ice cream per year.
"Acquisition of the third cement packaging line" requested by Production Company Cement Plant Semey LLP
Industry: Manufacturing, "Cement Production, Including Clinkers" (3rd deal)

The project was approved in 2022, and financing began in 2023 for a total amount of 678,310 thousand tenge, including a financing amount of 443,721 thousand tenge. The project's goal is to purchase the third packaging line of the German brand HAVER&BOECKER to increase cement shipments in 50 kg packaging to capture new markets, regulate the seasonality of product output due to the long shelf life of cement in the new packaging, and as a result, reduce the cost of the finished product. It aims to achieve a productivity of more than 800 bags per hour (40 tons) and an automated bag loader from the packaging line to wagons. It will also create 25 new jobs.

The total production capacity of the Lessee is up to 1,000,000 tons per year: Currently, all cement produced by the Lessee is shipped to customers both in bulk and in 50 kg and 1ton packaging (MKR).
Replacement of the electro filter for rotary kiln №3 and introduction of ACS requested by Production Company Cement Plant Semey LLP (4th deal)

The project financing for the Replacement of the electro filter for rotary kiln №3 and the introduction of ACS totaled 826,000 thousand tenge, including a financing amount of 616,000 thousand tenge. The project's goal is to supply modern, highly efficient gas cleaning equipment to meet the required environmental standards for atmospheric emissions. The project will preserve existing jobs and increase salary levels by 10-15% annually. The project capacity of the plant is 1,150 thousand tons of cement per year.

In 2023, the project was approved and financing began for a total amount of 272,104 thousand tenge, including a f inancing amount of 188,758 thousand tenge. The project's goal is to launch new equipment using innovative technologies and modern high-tech equipment to meet the demand of the Kazakhstanis. The implementation of the project will increase the competitiveness of Lessee in the domestic and foreign markets compared to similar imported products, expand the range of confectionery products, and create 12 new jobs. Currently, it reaches 85,000 tons of finished products (assuming sugar confectionery production in 2-shift mode and flour confectionery production in 3-shift mode).
Industry: Manufacturing, Production of ceramic coverings and tiles.

In 2023, the project was approved, and financing began for a total amount of 5,144,040 thousand tenge, including a financing amount of 3,960,000 thousand tenge. The project's goal is to expand and build a new ceramic tile production plant with a capacity of 4 million sq. m./year. The implementation of the project will create 108 new jobs, increase additional budget revenues in the form of tax payments, and increase the share of domestic production.

In 2023, the Fund continued financing of the project “Construction of a cast iron casting plant in the industrial zone of Kostanay” on an application of KamLitKZ LLP for an amount of 58,286 thousand tenge of the total amount of 63,500 thousand tenge, with the purpose of creation of new production of KamLitKZ LLP.

As a part of the project, it is planned to produce an average of 37.2 thousand tons of castings annually, provide export of non-raw products for 35.8 billion tenge annually on average, and create about 297 new jobs. Commissioning of the plant is planned for 2024.
Construction of an autoclaved aerated concrete block plant requested by KazGazBlock LLP
Industry: Manufacturing, "Production of other non-metallic mineral products"

In 2023, the Fund approved and started f inancing the project for a total amount of 1,216,872,980 tenge, where the financing amount from the Fund was 1,033,492,033 tenge. The project's goal is to produce autoclaved aerated concrete blocks with a capacity of 100,000 cubic meters per year. The plant's commissioning is planned for the 2nd quarter of 2024. The project is implemented in accordance with the "State Program for Industrial and Innovative Development of the Republic of Kazakhstan for 20202025," within the framework of financing manufacturing industry projects, where the main goal is to ensure sustainable development of the manufacturing industry by increasing the production of competitive, high-tech, export-oriented, and import-substituting products, moving away from the raw material development model, creating a technologically advanced industry, modernizing fixed assets, digital transformation of enterprises aimed at producing medium and high-tech products, with a focus on inclusion in global supply chains. The project implementation will provide the Zhambyl region with quality building materials, create new jobs, and increase tax revenue growth to the budget.
Organization of the production of additional equipment for retrofitting special commercial vehicles in the Republic of Kazakhstan in Kostanay city, Rudny, Gorniakov Street, building 70

In 2023, financing of the project was approved and started for a total amount of 3,236,626.9 thousand tenge, including the amount of financing 1,096,938.5 thousand tenge. The project's goal is to launch the production of additional retrofitting equipment for special commercial vehicles. The production program was developed considering the needs of a wide range of end customers. The production range includes lightside platforms, isothermal vans, refrigerators aimed at a wide segment of their use and application, as well as the production/retrofitting of special-purpose vehicles presented in the form of police vans, with various kinds of modifications and configurations, differing in size, capacity, as well as power unit equipment (diesel, gas, electric), aimed at meeting demand, and also create Export Financing 180 new jobs. The plant's commissioning is planned for 2024.
Modernization of the corrugated packaging production line in the Almaty region for the production of paper and cardboard packaging requested by KZ Recycling LLP

The project was approved in 2023, and financing for the project began, totaling 5,142,316 thousand tenge, including a financing amount of 3,821,029 thousand tenge. The project's goal is to expand the product range of the Lessee - corrugated packaging. The implementation of the project will increase the existing capacity of the Lessee by 60 million sq. m. (about 30,000 tons), i.e., up to 184 million sq. m. (about 95,000 tons) of corrugated cardboard, and create 65 new jobs.

Industry: Manufacturing, "Production of main gears for drive axles"

In 2023, the Fund started financing the "Increasing the localization level of beams for drive axles of commercial vehicles" project requested by KamLitKZ LLP for a total amount of 59,920,030 thousand tenge, including a financing amount of 55,000,000 thousand tenge to create a new production by KamLitKZ LLP. The project's goal is to develop, by 2025, production sites for the mechanical processing of beams for drive axles of commercial vehicles in the automotive sector of the Republic of Kazakhstan.

The project plans to produce an average of 101 thousand units of beams for drive axles of commercial vehicles with a planned average annual revenue of about 6-7 billion tenge, and create/preserve about 100 jobs. The plant's commissioning is planned for the 3rd quarter of 2025.
Industry: Manufacturing industry, Manufacture of rubber tires and chambers; restoration of rubber tires.

In 2023 the Fund continued financing for an amount of 66 422 400.00 thousand tenge of the total amount of 78 144 000,00 thousand tenge for the “Organization of the production of tires in Saran, Karaganda region” project on an application of KamaTyresKZ LLP - a joint venture of Tatneft PJSC and AllurAuto, to create a new production. The leasing transaction will allow to purchase modern automated equipment for the production of tires for the plant in Saran. The company is currently operating in Saran.39 The attraction of financing within the framework of the state programs of the Republic of Kazakhstan is one of the measures of the state support of the project by the Government of the Republic of Kazakhstan. The project provides the purchase of equipment from leading world manufacturers, including MESNAC, KONŠTRUKTA, Vipo, PROZAX, Comerio Ercole, NAKATA ENGINEERING, etc. The level of technology will allow the automation of most production processes, but at the same time the enterprise will provide work for more than 1,116 people, and its creation will require more than 2,000 builders. The production of the new plant with a capacity of 3 million passenger, light-cargo tires and 0.5 million all-metal-cord truck tires per year will be directed to the initial set-up of cars produced in Kazakhstan, the secondary market, as well as to export to the CIS countries. On April 5, 2021, a ceremony was held to begin construction of the plant. At present, the construction site of the future plant is being used for the installation of foundations, reinforced concrete, and metal structures of the main production building. The launch of production, which will create more than a thousand jobs, is planned for the first quarter of 2024.

The project aims to organize the production of high-quality knitted products – socks, with a capacity of 49.68 million pairs per year. The project will create 368 new jobs, with the factory's operation beginning in the 3rd quarter of 2024.

In 2023, funding was approved and initiated for a total of 4,264,044 thousand tenge, including a f inancing amount of 3,334,524 thousand tenge. The project's goal is to establish a modern high-tech enterprise for the production of natural non-woven materials made from animal fibers (sheep wool). The project will create 40 new jobs and is expected to produce 2,112 tons of finished products annually, with 1,478 tons for the domestic market and 634 tons for export.
Industry: Manufacturing, "Production of Nonwoven Textile Articles, Except Apparel"

Funding was approved and initiated in 2023 for a total of 726,451 thousand tenge, including a financing amount of 594,729 thousand tenge. The project aims to establish a modern export-oriented enterprise for the production of non-woven geosynthetic materials. It will create 36 new jobs, with an annual production volume of 15,120,000 square meters, or 3,600 tons of non-woven geotextile fabric.

Funding was approved and initiated in 2023 for a total of 5,443,374 thousand tenge, including a f inancing amount of 3,760,728 thousand tenge. The project aims to expand the existing production and assortment of cardboard packaging for liquid products (Pure-Pak), increase annual production volumes to 327 million units, and create 16 new jobs.

In 2023, the Fund approved and initiated funding for the project in the amount of 438,651,680 tenge, of which the f inancing amount is 372,853,928 tenge. The project has been fully funded. The project plans to produce up to 15,120 tons of pipes and 454 tons of wire annually. The operation is scheduled to start in the second half of 2024.

The implementation of the project will allow:
⮚ Expansion of the range of steel pipes by producing round electric-welded steel pipes with diameters from 40 to 219 mm and square profile pipes with diameters from 40 to 100 mm;
⮚ Increasing the range of products produced by manufacturing steel wire, which will enable waste-free production; ⮚ Optimizing the technological process.

In 2023, the Fund approved and initiated funding for the construction of the first stage, the first startup complex, four ore-thermal furnaces in the Karaganda region for a total amount of 28,682,533.33 thousand tenge, where the Fund's financing amount is 20,000,000.00 thousand tenge. The project aims to organize the production of ferroalloys in the Karaganda region, in the Bukhar-Zhyrau district, Zelenobalkovsky rural district, Doskey village, with a production capacity of up to 180 thousand tons of products per year. The plant's commissioning is planned for the 3rd quarter of 2024.

In 2023, the Fund approved and initiated funding for the "Complex of building materials production - Autoclaved Aerated Concrete" project for a total amount of 3,506,135 thousand tenge, where the Fund's financing amounted to 2,950,000 thousand tenge. The project aims to organize the production of autoclaved aerated concrete in the Almaty region, with a production capacity of up to 75 thousand cubic meters of products per year. The plant's commissioning is planned for 2024.

The implementation of the project will provide the region with quality building materials, create new jobs, and increase tax revenues to the budget.

In 2023, funding for the project "Establishment of Steel Water Heating Gas Boilers in Karaganda" was approved and commenced for a total amount of 211,351.7 thousand tenge, including a financing amount of 128,102.6 thousand tenge. The project aims to create a new production of steel water heating gas boilers, and to create new jobs. The projected capacity of the f irst phase of the plant is 110 boilers per year.
Industry: Manufacturing, Engineering.

In 2023, the "Organization of Production by Small-Node Assembly Method of LADA, KIA Brand Cars in the Territory of the Republic of Kazakhstan in the Industrial Zone in Kostanay region" project was approved and funding began for a total amount of 10,989,641.2 thousand tenge, including a financing amount of 7,692,748.9 thousand tenge. The aim of this project is to increase the localization of car production on the territory of the Republic of Kazakhstan through the introduction of CKD small-node assembly production for LADA, and KIA brand cars. The operation was launched on December 25, 2023. The project implementation will result in the creation of up to 600 new jobs and additional tax payments to the budget.

In 2023, "Organization of a Mechanical Processing Site" project was approved and funding began for a total amount of 5,608,635.5 thousand tenge, including a financing amount of 3,954,008.70 thousand tenge. The goal of this project is to set up a mechanical processing site within the premises of the forge-bandage complex. The operation is planned to commence in the 4th quarter of 2024.

Organization of the production of additional retrofitting equipment for special commercial vehicles in the territory of the Republic of Kazakhstan in the city of Kostanay, Rudny, Gorniakov Street, building 70
In 2023, project financing was approved and initiated for a total amount of 18,236 million tenge, including a financing sum of 15,500 million tenge. The project's goal is to establish the production of 7 types of household appliances and electronics (TVs, electric water heaters, vacuum cleaners, kitchen stoves, and hoods, mini-ovens, and semi-automatic washing machines) in the Karaganda region, in the industrial zone "Saran", accounting quarter 046, building 652 (the territory of the former RTI plant) with a total capacity of 1.1 million units per year. The factory's capacity is 1,100,000 units of household appliances per year. Within the framework of the project, more than 560 people will be trained and provided with jobs (the need for staff is calculated based on the capacity of the machine park and the number of required direct and auxiliary workers to operate the equipment, as well as based on similar production sites and the need to attract administrative staff). Considering the average size of a family in Karaganda, consisting of 3-4 people – this will improve the lives of at least 2,000 people. The factory's operation is planned for the 4th quarter of 2024.

Since 2015, the Fund has been the operator of the program supporting domestic car manufacturers by providing leasing financing to legal entities and individual entrepreneurs for the purchase of vehicles and special-purpose automotive equipment of domestic production, excluding agricultural machinery and passenger cars.

The terms of leasing financing for legal entities and individual entrepreneurs for the purchase of vehicles and special-purpose automotive equipment of domestic production, excluding agricultural machinery, are as follows:
⮚ Leasing term: from 3 to 5 years; ⮚ Financing currency: tenge;
⮚ Nominal reward rate: 3% per annum; № 1 2 Domestic automaker SemAZ LLP KAMAZ-Engineering JSC
⮚ Initial payment (advance) for the lease: 30% of the leasing object's cost;
⮚ Grace period for the repayment of the principal debt: up to 6 months;
⮚ Additional costs (insurance, service, and agency services): at the lessee's expense. Leasing objects can be vehicles and specialpurpose automotive equipment of domestic production, excluding light transport.

Within the program's implementation, the Fund has concluded master agreements with the following domestic car manufacturers:

Support for Domestic Bus Manufacturers Industry: Transport and Warehousing

The main lease financing conditions for the purchase of buses and agricultural machinery of domestic production are the following:
⮚ Lease term: up to 7 years;
⮚ Financing currency: tenge;
⮚ Nominal interest rate: 7% per annum;
⮚ Initial payment (advance) on leasing: not less than 15% of the value of the leased item.

The programs are designed for a period of 15 years, taking into account lease financing on a revolving repayment basis, i.e., payments from the repayment of existing leasing transactions are again directed to leasing financing. Trans Auto, Kazakhstan, Saryarka AvtoProm, Daewoo Bus SemAZ, QazTehna, and Uralskagrorommash.

Along with preferential lease financing for the renewal of the bus park, the comprehensive program for the development of bus transportation provides systemic measures to improve bus transportation, such as the development of electronic ticketing systems for passengers, improving the methodology of fare formation, phased restriction of the operation of buses on irregular intercity and international services by the terms of their operation, the creation of a network of branded regional centers for the maintenance and repair of buses of domestic production.

All regions of the country, including private and municipal bus parks, private carriers, travel companies, and others, can participate in the Fund's Leasing Financing Program for bus fleet renewal in support of domestic manufacturers for bus renewal.

The program allows the purchase of domestic buses from Hyundai According to the Leasing Financing Program for the renewal of the bus park in support of domestic manufacturers, the Fund allocated 215,268,288.41 thousand tenge, in which in 2023 78,780,545.12 thousand tenge were spent for the purchase of 1,224 buses.
Support of Domestic Manufacturers of Combines and Tractors Industry: Cultivation of grain and leguminous crops, including seed production

The main conditions of leasing financing for the purchase of buses and agricultural machinery of domestic production are as follows:
⮚ Lease term: up to 7 years;
⮚ Financing currency: tenge;
⮚ Nominal interest rate: 7% per annum;
⮚ Initial payment (advance payment) on leasing – not less than 15% of the value of the leased item.

As part of the anti-crisis measures for 2021, the Manufacturer SemAZ LLP Agromashholding KZ JSC interest rate was reduced to 6%, and the initial payment (advance payment) on leasing starts from 0% for 2021.

The objects of leasing can be combines or tractors of domestic production.

As part of the Leasing Financing Program for the renewal of machine and tractor fleets in support of domestic agricultural machinery manufacturers, in 2023 the Fund disbursed 9,909,506.6 thousand tenge (for the purchase of 199 units of agricultural machinery):

It is a key priority to support the emergency services in all cities and regions of the Republic of Kazakhstan by maintaining the transportation park renewal. Due to the depreciation of emergency vehicles (police) (more than 4,000 vehicles), as well as the population growth of the country, the demand for renewal of transportation parks is more than 1,000 cars per year. The lease financing allows to buy more transport at the lowest primary cost.

As part of the renewal of emergency vehicles (patrol vehicles and motorcycles of the traffic police), lease financing is provided under the following conditions:
  • Up to 5 years;
  • The rate of remuneration for applicants - 7 % per annum;
  • The advance payment - not less than 15%, at the expense of the local budget or the own funds of the lessee (in case of payment of leasing payments at the expense of the republican or local budgets, financing without advance payment is allowed).

In 2023, 4 projects were financed for updating special transport for the Ministry of Internal Affairs:

1. State Institution "Police Department of Akmola Region of the Ministry of Internal Affairs of the Republic of Kazakhstan" with a total financing amount of 598,955 thousand tenge, for the acquisition of 41 vehicles;
2. State Institution "Police Department of Pavlodar Region of the Ministry of Internal Affairs of the Republic of Kazakhstan" with a total financing amount of 2,692,300 thousand tenge, for the acquisition of 215 vehicles;
3. State Institution "Police Department of Kostanay Region of the Ministry of Internal Affairs of the Republic of Kazakhstan" with a total financing amount of 1,599,900 thousand tenge, for the acquisition of 115 vehicles;
4. State Institution "Police Department of East Kazakhstan Region of the Ministry of Internal Affairs of the Republic of Kazakhstan" with a total financing amount of 598,955 thousand tenge, for the acquisition of 135 vehicles.
The Fund within the framework of the state infrastructure development program “Nurly zhol” for 2020-2025 years. In 2021 the Fund continued to finance the renewal of passenger wagons at a rate of 1.50% - 1.75% with a term of 20 years.

In 2023, the Fund approved a project on “Purchase of passenger wagons” based on an application of Passenger transport JSC (10th transaction) for a total amount of 1,542,648 thousand tenge, for the purchase of 11 passenger wagons, which were delivered in 2023.

As part of the efforts to renew the fire brigade fleet of the Republic of Kazakhstan in 2023, 4 projects were financed:
1. State Institution "Department of Emergency Situations of Turkestan Region of the Republic of Kazakhstan" with a total financing amount of 2,569,837.25 thousand tenge, for the acquisition of 25 units of special and auxiliary vehicles;
2. State Institution "Department of Emergency Situations of Mangistau Region of the Ministry of Emergency Situations of the Republic of Kazakhstan" with a total financing amount of 1,209,600 thousand tenge, for the acquisition of 3 units of special and auxiliary vehicles;
3. State Institution "Department of Emergency Situations of Kyzylorda Region of the Ministry of Emergency Situations of the Republic of Kazakhstan" with a total financing amount of 1,895,294 thousand tenge, for the acquisition of 14 units of special and auxiliary vehicles;
4. State Institution "Department of Emergency Situations of Akmola Region of the Ministry of Emergency Situations of the Republic of Kazakhstan" with a total financing amount of 1,479,240 thousand tenge, for the acquisition of 10 units of special and auxiliary vehicles.
Lease financing within the program is revolving character, i.e., payments from the repayment of existing leasing transactions are redirected to new leasing financing. Taking into account the secondary allocation of funds from the National Fund, the Fund spent 14,412,838.82 thousand tenge, of which 1,864,479.4 thousand tenge in 2023 (for the acquisition of 65 vehicles).
At the expense of the republican budget, including secondary placement, projects were financed for a total amount of 32,187,618.9 thousand tenge, of which 25,407,457.5 thousand tenge in 2023 (for the acquisition of 467 units of vehicles).
In 2023, 1,243 buses were delivered, including 343 school buses (to Akmola, Karaganda, Aktobe, West Kazakhstan, Turkestan, Kostanay, Kyzylorda, and North Kazakhstan regions).

In 2023, financing of a loan in the total amount of 3,236,626.9 thousand tenge was approved and started, including the amount of financing of 875,839.76 thousand tenge. The project aims to launch the production of additional retrofitting equipment for special commercial vehicles. The production program was developed considering the needs of a wide range of end product customers. The production range includes lightweight side platforms, isothermal vans, refrigerators aimed at a wide segment of their use and application, as well as the production/retrofitting of special-purpose machinery presented in the form of paddy wagons, with various kinds of modifications and configurations, differing in size, capacity, and power unit equipment (diesel, gas, electric), aimed at meeting demand, as well as creating 180 new jobs. The plant's operation is planned for 2024.

Industry: Transport and Warehousing

In 2023, the Fund continued financing for an amount of 51,692,480 thousand tenge to purchase 2000 fitting platforms in Astana based on an application of KTZ Express JSC. As part of the project, the lessee plans to renew the wagon park resources. By the end of 2023, 1,784 units of fitting platforms were delivered.

In 2023, the Fund approved the project "Acquisition of Passenger Cars" requested by Passenger Transport JSC (11th deal) for a total amount of 73,000,000.00 thousand tenge, for the acquisition of 100 passenger cars, 38 of which were delivered in 2023.

In 2023, the Fund approved the project for the "Acquisition of gondola cars" on request of First Multimodal Company LLP for a total amount of 3,869,040,000 tenge, for the acquisition of 168 gondola cars.
The project for the acquisition of three H125 helicopters (Airbus Helicopters AS 350 B3E) on request of DALA AIR LLP
In 2023, the Fund opened financing for the project for the acquisition of three H125 helicopters (Airbus Helicopters AS 350 B3E) on request of DALA AIR LLP for a total amount of 2,599,304,630 tenge. Delivery of the leasing items is expected in 2024.
Lending to Financial Institutions
Financing Private Leasing Companies
On May 16, 2022, a loan agreement was signed between the Fund and Zhasyl Damu JSC in the amount of 100 billion tenge. The funds were transferred to the Fund's account on May 16, 2022.

In terms of limits for second-tier banks and f inancing, the financing limits were approved and the Fund provided them with the following loan amounts:
Eurasian Bank JSC - 35 billion tenge (all funds directed);
Bank CenterCredit JSC - 27.5 billion tenge (all funds directed);
ForteBank JSC - 15 billion tenge (all funds directed);
Halyk Bank of Kazakhstan JSC – 22.5 billion tenge (all funds directed).

As of December 31, 2023, second-tier banks issued 13,347 loans to individuals for a total of 105,789 million tenge on loans issued.
By the end of 2023, 4 private leasing companies were financed for a total amount of 8,000,000,000 tenge for further leasing financing to lessees.

On October 30, 2023, a loan agreement was signed between the Fund and Zhasyl Damu JSC for an amount of 20 billion tenge for further financing of KazAgroFinance. The funds were transferred to the Fund's account on October 31, 2023.On November 1, 2023, a loan agreement was signed between the Fund and KazAgroFinance for an amount of 20 billion tenge for financing entities of the agro-industrial complex acquiring new self-propelled agricultural machinery of domestic production on f inancial lease. As of December 31, 2023, due to the abovementioned funds, 245 applications were accepted for the leasing of 273 units of agricultural machinery.

In 2023, the Fund approved the project for the "Implementation of an electronic payment system" on request of Transport Holding of Almaty City LLP for a total amount of 1,361,423,340 tenge, for the acquisition of 3 335 devices.
